Please describe your issue in as much detail as possible:

While playing CS:GO (only game tested with the issue) and the "Inventory" popup from Steam Overlay is fading in or out the game freezes/stutters for ~3 seconds. I have tried several versions of Steam, both beta and non-beta. Had the problem for at least minimum 1 year now, hoping the issue would go away with either Steam or distro packages.

Using Nvidia proprietary drivers for RTX 2070, else tried it with two entirely different systems (Intel and AMD) during the last year.

Steps for reproducing this issue:

Start Steam and CS:GO
Play until "Inventory" pops up, because I "won" a useless trade card thingy.
Massive stutter for 3 seconds, happens usually while playing in-game disturbing the glorious moment :P

Hi @kisak-valve , I don't think I have experienced any issues for a while but I haven't played CS:GO so much lately. I recall this to be a quite common and annoying issue, and since I forgot about this post I believe it's good! ;)
