steam's default behavior is to download the missing game files
if SLR it will download the native binaries & .so
if Proton it will download the windows exe & dll
if you change from one or the other it also deletes the ones not required based on file validation.
why keep both on your disk if one is not being used?

That'S not the problem. The Problem is if you check the box for a different Proton-Runtime. Steam will start downloading the first Proton version in the List, before even selecting the desired Version. That way you download a Version you never actually wanted. That's an Issue.
Not friendly bump, I'm sick and tired of downloading "Proton Hotfix", I don't even want it, I mostly use Proton-GE with some exceptions for Proton Experimental.
Anyone from Valve would like to comment?
