When I launch Steam, there are bars of short vertical lines appearing, as shown in the attached screenshot.

Good idea. There seems to be two possible teams responsible: DRM Kernel and 3D Mesa. I'm not sure which would be the best place to start, can you provide guidance? In the meantime, I'll try to figure it out.
Edit: I thought this was only happening in Steam, but that is not the case. I just notices that sometimes when I log out of my XFCE session, the same thing briefly happens. This does not appear to be a problem with Steam, but rather a driver issue, as kisak-valve suggested.

FYI: I switched from video-linux to video-modesetting, and the issue is resolved.
