Fix should be included in the upcoming TF2 release.
I am experiencing a similar problem with a GTS 250. Even with vsync on and resetting it like Aypok describes, I still have tearing.
Should've been fixed in yesterday's release.

When loading TF2, there's considerable screen-tearing - horizontally along the screen.
To fix it, I have to enable and then re-disable the "Wait for vertical sync" option. That is: I have to open the options, go to the "Video" tab, load the advanced options, change v-sync from "Disabled *" to "Enabled", accept and apply the changes, return to the game (which still has tearing), go all the way back to the advanced video options, reset "Enabled" to "Disabled *", then accept and apply the changes.
Once that is done, the tearing is fixed - for that session. The problem is that I have to re-do this every single time I reload TF2, which is somewhat frustrating. The Windows version (running under Windows 7 on the same hardware) doesn't seem to have this issue.
