Please describe your issue in as much detail as possible:

Steam opens news links in community browser and then opens regular browser, whole process avoids steam page with warning about external links. Community browser shows blank page, e.g. warning is completely skipped.

Steps for reproducing this issue:

1. Find working links in news article (there is bug with some articles, links do not work properly, not related to steam client)
   For example Factorio version 0.18.16 update article, March 25
   
2. Click on any link in it
3. Steam opens URL in community browser: https://steamcommunity.com/linkfilter/?url=https://forums.factorio.com/82593 (last part differs depending on a link)
4. Then when that page loads, steam opens page https://forums.factorio.com/82593 in regular browser
