If the Steam Chat is offline (as it likes to be sometimes for some reason) but the "main" Steam client is online, clicking on the X unread chat message notification in the Steam client results in nothing happening. I propose that it should prompt you that you're offline and suggest to attempt to connect.

Be offline (in the sense that the only thing you can do is press connect in the chat list window) in the Steam Chat but not the Steam client
