Please consider having an option maybe in the settings to make the play next shelf consider games already "played", a lot of people idle the games for the cards and don't play them so they will not show on the play next category.
I believe steam can't distinguish games that where played or just idled for cards? Maybe by counting the hours a game needs to idle to farm all cards and comparing to time played? If so an option to show also games played will suffice.
