I got the background processing moving again by doing the following:
After that it started processing other games, until it got stuck at 0% processing another game I had uninstalled. And I had to repeat the same process, reinstall > launch > exit game.
Can confirm, stuck at 0% on game that i have uninstalled while ago.
I can confirm this also happends to me, just stays at 0% on a game that i uninstalled and does nothing after that.
Using Pop OS 20.04 / RX 570

Hello, per "Fixed a bug where Vulkan shader processing could sometimes get stuck" in the 2020-08-18 Steam client beta update, please opt into Steam's beta client and retest.
I'm not seeing this issue anymore, so I'm closing this.

Vulkan shader background processing hangs if uninstalling game
Steps for reproducing this issue:
Exiting and restarting the client, does not help. It resumes trying to process the uninstalled game, and does not continue processing any other games.
I also tried reverting from beta client to stable, and then back to beta again. But despite that it seems to remember where it left off, and again tries to process the uninstalled game.
