I can confirm this behaviour. Tried to install Doom 2016, only noticed after a GB had downloaded... Maybe a work around is to restore the backup first and then proceed to installing Proton when the game launches?
So this is kinda still happening albeit in a different way. It doesn't start downloading the game like before but the restoration "finishes" and says game is finished backup up and accessible in library etc. Steam then downloads things like shader cache or Proton version. Happens on native or Proton games. Have had this happen on Arch, PopOS and with Flatpak version of Steam.
You can then restart the restore process and it will continue where it left off.
Here too but with multiple games in one backup, make on Steam Play activation, download additional requirements (proton version and steam Linux runtime soldier and Steamworks common) to be download to play the user's steam library. Since it is predictive we intend to use Steam Play.
I had the same issue. Somehow it's solved by stopping the game download, uninstall the game, restart steam, and then restore the game again.
I have Windows and Linux and MacOS installed on the same computer.
They share an NTFS disk that holds a SteamLibrary.
I have steam installed on three systems and they can share the games in that NTFS disk.
The only problem is that when I switch from one system to another, steam will repeatedly download some system-related files for the game in the shared ntfs disk.
It seems that steam does not save these system-related files.
If it is the first time to switch from the first system to the second system, you should keep the files of the first system when downloading the files related to the second system.
In this way, you do not have to download the first system related files again when you switch back to the first system.
This is a different issue altogether so you may want to post a new issue if there isn't one already.

Steam client on linux is not restoring Windows games from backup at first atempt. My second SATA HDD (7200RPM) is formated in Windows with NTFS file system and in folder "Games" i have backup of my Steam games. If i want to restore some of these games in Ubuntu, to play them with Proton, Steam client will start restore process, download latest Proton runtime and then ignore backed-up game and instead of that will start a fresh download. I must click on "Cancel installation" and start entire process of restoring from backup again. This time, since Proton is already downloaded, will Steam client properly restore my game from backup.
