I did migrate my email to literal IPv[46] (see RFCs, name@[x.x.x.x] and name@[ipv6:...], this allows for a free "SPF" verification of the sender), but I cannot change my email address using my mobile phone... because I have never received the auth codes via SMS (I have a dumb phone, not a gogol or apple smart phone).

I did switch to my email server, but I would like to have the option to avoid paying the DNS mafia and to have a valid steam account anyway (see the RFCs for the ipv4 and ipv6 format).
