"Help" menu bar section visible *only* in Family Mode

Please describe your issue in as much detail as possible:

Expected: "Help" menubar button should appear when out of family mode
Actual: "Help" menubar button only appears when in family mode (see screenshots)

Family Mode On
Family Mode Off

EDIT: moving or resizing the window when the bug happens (i.e. out of family mode) makes "Help" reappear

Steps for reproducing this issue:

  1. Start Steam in Family Mode
  2. Exit Family Mode
  3. "Help" should be missing
