I believe you’ll get this until TF2 supports the new packaging format, other large games should support moving to your SteamLibrary on the 4TB. Can you test with another large game?
You might be right. I have a lot of large games, but TF2 is the only
Linux-supported one. Pretty much all of the linux games are these small
indie gems.
There are some decently chunky games in the list https://support.steampowered.com/kb_article.php?ref=8495-OKZC-0159 Serious Sam 3 is 5.2GiB, Killing Floor 5.4GiB, not even sure what Crusader Kings 2 takes up…
Sorry, I meant all the Linux games which are in my library. But I think your assumption is correct.
Apparently TF2 Beta is only 5 GB and when I install that one, I also don't get the option to choose the install location.
How come packaging format is relevant to the location?

I’m just trying to help you reproduce the bug on a game you could move, basically confirming its a bug so it can be dealt with.
Unsure if tools (ie dedicated servers) would give you the option, but could you see if you can install those?
Yes, I filled my /home with random stuff and I can still install other games with the selectbox. Not TF2 or TF2Beta though. Strange, but not a bug. Just old format.
I have a similar problem. In Gnome system monitor it says that I have 5GB free space in "/" partition. But when I have tried to install Champions of Regnum it says that Disk space required is 4,2 GB and that Disk space avelable is 2,498 GB.

I am running 64-bit Ubuntu 12.04.2.
I have this small SSD with Linux and my home on it.
I have this other HDD with 4 Terabytes of space, on which I created a SteamLibrary folder where I can choose to install my game.
But I noticed that when the game size exceeds the free space in my home, I cannot even get to the option where I can choose the installation target.
All I get are these dialogs:
