Hello @BWPanda, it should be noted that the described function of this is to fix file and folder ownership.
In general, the problems this is supposed to fix doesn't happen at random on Linux, only by direct user choice.
I understand that @kisak-valve. I was having an issue with a game not installing a while ago, so tried following these steps. That's when I noticed this problem. I've since been able to successfully install the game, but still wanted to bring attention to this issue in case it affects others too.

The instructions at https://support.steampowered.com/kb_article.php?ref=2274-IFLV-5334 to repair your library folder say to go into the setting, go to Steam library folders, then right-click on a folder and choose 'Repair folder'. However I don't have that option in the right-click menu, only 'Make default...' or 'Remove...'.
