Expecting: Steam launcher link "community" to open steam in community-home page.
Happend: Steam launcher link "community" opens steam in profile-activity page.

Looking my steam.desktop file; /usr/share/applications/steam.desktop

[Desktop Action Community]
Name=Community
...{Name in different languages}...
Exec=steam steam://url/SteamIDControlPage

Maybe wrong exec path.

Steps for reproducing this issue:

Right click launcher
Select "community"
