The title pretty much says it all. You can see most of the little notification box, but almost half of it is taken up by the bottom bar when using the Cinnamon desktop environment.
This is a bug with Cinnamon, not Steam. This can be replicated by hovering over a battery notification or wireless notification icon. There is a bug filed over with the Cinnamon group.
