Also on the troubleshooting page "Right click" the library folder from Steam config only gives "Make Default Folder" or "Remove Library Folder" there is no Repair.
I also have this issue currently. None of my proton games even launches as they're stuck on "Preparing to launch the game".
I've tried resetting Steam and reinstalling completely but to no avail.
The Flatpak version works without issues however.
Same problem, but for me the whole client is slow
I think this might be related to gnome (wayland maybe) and the latest steam beta version
Distro: Manjaro
Steam Beta: 1612229489
DE: Gnome wayland
I added "NODEVICE_SELECT=1" to my already giant Launch Options and Ghostrunner, Death Stranding and No Man's Sky worked. Just tested those for now.
NODEVICE_SELECT=1 ENABLE_VKBASALT=0 MANGOHUD=1 __GL_SHADER_DISK_CACHE_SKIP_CLEANUP=1 __NV_PRIME_RENDER_OFFLOAD=1 __VK_LAYER_NV_optimus=NVIDIA_only __GLX_VENDOR_LIBRARY_NAME=nvidia gamemoderun %command%
I have the same problem, some proton games get stuck at "preparing to launch the game" step, no log generated, or at least none I could find.
Rebooting or changing the proton version doesn't solve it.
It happens only with windows games, but not all of them, and it's not related to the proton version, as some other games use the same one and yet start just fine.
Also I noticed this bug for quite some time now, and I can tell that it can happen to games that used to work just fine, and return to normal another time. I can't tell what triggers it to act normal again though.
A pattern I noticed though is that when it happens for a game, it's also not progressing (stuck) when validating the files of this game.

Your system information
Please describe your issue in as much detail as possible:
Together with this problem, games are(were) taking much longer (more than 5 minutes) to open or show an error after some of the recent Steam client updates, some would show as running but would never open any window, but the executable would be show by ps or htop. I reinstalled some games to test, used the Verify integrity of game files, but no success.
The only time when a game would open was with, if it was compatible, Proton-5.9-GE-7-ST. Tried other version including Proton-6.0-GE-1 and Proton-6.1-GE-1. Multiple SteamLinuxRuntime_soldier are kept open after closing Steam.
Also most of the time with the new Steam interface, when I changed or disabled a version in Properties -> Compatiblity tab, I had to close and reopen Steam.
I uninstalled Steam and completely removed all folders, rename my library folder. Reinstalled it; reenabled the SteamPlay; created an empty folder for my games library; installed a game (Desert of the Dead very small one, did not work); copied all games back. The problems persist. Tested also with setenforce 0 and previous kernels, even before 5.10.
