Steam client version (build number or date): no idea, dpkg -l says 1:1.0.0.68 ... I installed it today. During sign-up there appears to be no indication whatsoever of the Steam client version.

Please describe your issue in as much detail as possible:
I expected to be able to sign up using the client (as it failed in both Vivaldi and Firefox from said Ubuntu system), but that fails with the exact same symptom: after solving the reCAPTCHA I am prompted whether I am under 16 or over and I pick over and I am back at the sign up window, except now the "CAPTCHA solved" checkbox is unchecked again.
I have repeated this several times.
The instructions say to use the client if it fails from the browser, so I did. But that was the last straw, obviously.
Steps for reproducing this issue:
install the .deb from the website
let it do its job
start the Steam client
pick "Create New Account"
follow the instructions
enter email address twice
pick country
solve CAPTCHA
check box
hit button

I tried it half a dozen times, solving more reCAPTCHAs than a human should ever be prompted to solve and it's still back to square zero for me every time.
Any help would be appreciated, your support seems to only have canned responses for some issues (but not this one) and the discussion forum won't let one in without being signed up. Catch 22 for me.
