Minor issue. If you look at a game in your library and scroll the right pane to the top, and then scroll up a little more, it stops you from scrolling back down again until you've stopped scrolling for a bit. It seems inconsistent how long you have to wait before you can scroll again.

Steps for reproducing this issue:

1. View a game in your library
2. Scroll to the top
3. Scroll up some more
4. Try to scroll down
