I am using steam at Manjaro Gnome 40 on Wayland without this issue, the issues I found are just minor issues about Wayland Compatibility
I will make some questions that may help you
Are you using Wayland (default compositor on Gnome)?
There are some compatibility issues
Have you tried to open steam trough the terminal?
It may give you some information when the game fails to launch
Have you installed Steam manually?
It may be missing some libraries, I had some issues with libraries using just the default "steam" package on manjaro, try to install "steam-manjaro" (it is just like steam-runtime on Arch) and "steam-native", more info: Arch Steam-Runtime, I like to use "linux-steam-integration" too

I am not using ubuntu but manjaro and in 64, why would that folder would be used?

This "ubuntu" is just a name for this folder, where are things for steam to work properly, some games or apps uses 32 bits architecture, then it is necessary to have some 32 bits libraries installed too, even if your system is 64
For the glxinfo32 -B just put it on the terminal and, if you have lib32-mesa-demos installed, it will give you some info about your GPU and OpenGL driver
~/steamapps/compatdata/
This folder usually is just for the proton prefix (for running windows games in linux) for edit it or add some needed requisites we usually use "winetricks" or "protontricks" on the game prefix folder, something like:
~/steamapps/compatdata/{GAME CODE from steam catalog}/pfx
But I don't think this is the issue if you tried other titles, and if you are trying to play some Windows games you can search about this compatibility with proton and some fix to play it: ProtonDB

I think I may be experiencing the same issue, except on Arch with KDE. I ran pacman -Syu today and now most of my Steam Library exits on launch. It seems to only be Proton games that have issues on my system, with the except of CSGO, but I suspect that to be unrelated.

Well you are right all other games work, but the one I want to play don't: Chessmaster Challenge
It just opens a black screen and I only see the mouse pointer.
Do you know where can I see these game logs?

I just waited a few days and eventually it started working again (except for CSGO, that was unrelated), I think this issue was related: https://github.com/ValveSoftware/portal2/issues/353 My Wine games started working again after that issue was closed.
