Broadcasting not using HW acceleration and ugly codecs while Remote Play Together does fine

Please describe your issue in as much detail as possible:

While broadcasting to a friend (this is not about issue: #6815 or #6693 those can be circumvent by allow everyone to attend the broadcast) he reported about bad sound and video quality.
Doing remote play on the other hand was always fine in terms of image and audio quality.
Also the frame rates are very bad and sometimes a few frames are even dropped which made the overall choppiness of the broadcast even worse.

I tested this with a 2nd PC and watch my own broadcast and also remote play together.
What I noticed is that remote Play uses HW acceleration using NVENC while Broadcasting runs entirely in software with very bad codecs.

This was validated by attending the current hardware usage of my system when either doing broadcasting or remote play.
While remote play together the video engine of my GTX 1080 was at ~ 10% and CPU usage was very low (only the game).
During broadcast the GPU video engine had 0% usage and the CPU usage of Steam was at ~ 6 - 10%

Using other Software as like OBS Studio results in much better video and audio quality independent of using NVENC on the GPU or x264 on the CPU.
This seems not to be related to hardware bottlenecks and looks like the used codecs.

Steps for reproducing this issue:

  1. Enable Broadcasting for everyone
  2. Start a game
  3. Attend Stream
  4. Get blasted by the visuals and sounds
