Windows-only games should be uninstallable even when Steam Play is disabled, but the uninstall menu option does not appear

Steps for reproducing this issue:

  1. Enable Steam Play
  2. Install a Windows game
  3. Disable Steam Play
  4. Try to uninstall the game
