Steam is unusable duo to web helper not working and showing black screen

Please describe your issue in as much detail as possible:

I updated to the new download page beta and it worked fine but when i relaunched steam the web browser in steam stopped working and i can't see anything including library
i reverted back to stable but didn't solve this issue

trying to get into big picture mode also crashes the steam
