similar to how "hovering over" items stayed on screen, now when you go to the disussion search and change Sort By: Relevance or Time this menu stays on screen above all other windows and cannot be removed until quitting steam

Steps for reproducing this issue:

1. go to any discussions forum, and search for something
2. click "sort by" relevance or time
3. click back or to any other page (library etc)
4. the "relevance / time" will stay on screen
