Please describe your issue in as much detail as possible:
Reproduction steps: Launch Steam, enable "Xbox configuration support", connect a non-Xbox controller (Logitech F510), select the virtual Xbox controller created by Steam in your preferred input monitoring tool and look at the input values while pressing buttons or moving analog pads.
Expected behavior: As you use the controller, input signals are produced by the virtual device, and shown in the input monitoring tool.
Actual behavior: No input is shown, values are stuck at default. The virtual device does not seem to produce any input, and also doesn't work in games.
Workaround: Turn "Xbox configuration support" on and off multiple times and eventually the virtual device will produce input.
However, it should work as soon as I launch Steam. Users shouldn't be forced to open controller settings before they can use their non-Xbox controller in games that require Xbox-like-input.
