Unable to download workshop mod without owning game on account

Please describe your issue in as much detail as possible:

I wish to set up a game server (dayz and arma3) with mods. I can download the game server just fine using steamcmd. However the workshop content is linked to the game, not the standalone server.
As by the recommendation I have created a new account with a seperate password for steamcmd, seperate from my gaming account, so any possible leak of the password due to a compromised game server (through the scripts containing the password for example) will not compromise my main account.
As such it is impossible to download workshop content without owning the game.

Steps for reproducing this issue:

  1. Login with spare steam account that doesn't own a particular game
  2. Try to install a workshop mod with steamcmd for a paid game. ex. +workshop_download_item 221100 2061775533 (dayz community framework)
  3. Watch it fail.
  4. Login with account that has that game bought
  5. Try again
  6. Watch it succeed.

This is a major inconvenience.
Either I am secure and I have to provide the password every time I wish to update my mods, thus getting rid of automation.
Or I go against the recommendation and provide my main account's password in a script file for convenience of automatically updating, possibly risking my account and all the games in it to be stolen among other things.
And I do have to to keep up with users playing on my server otherwise they can not join.

I propose that mod workshop downloads be always allowed, just the game isn't allowed to be downloaded. Alternatively mirror the workshop for the game onto some workshop for the server (and make sure the IDs are the same or able to be easily calculated from the original ones for easy maintenance).
