This is 100% reproducible on the Steam Deck when using an Xbox Series X controller over Bluetooth.
Dirt Rally 2.0 triggers it specially hard.
It also happens when streaming from my Windows computer to my Deck, but not on the Windows computer itself.
Confirmed in Nobara 43 with a Gamesir G7 Pro controller in Xbox One mode over Bluetooth, it will vibrate every time is connected.
Workaround: "ping" from Steam's Controller settings will make it stop... until it's disconnected or turned off and connected again.

When I launch a steam game with my xbox one controllers (1914) connected over bluetooth they started to vibrate super hard constantly and doesn't stop until I close steam.
If the controllers are connected through a wire it doesn't do that. My chinese generic controller doesn't have that issue. I've disable rumble mode in the settings but it doesn't change anything...
It's really annoying as I want to play over bluetooth and xbox controller are better than my ipega thing you know.
Non-steam games does not do that on my computer.
