Hello @IrenvanderBeekPXL, this reads like a general file permission issue. What filesystem are you using with the secondary Steam library and does your regular system user own the folder?
The filesystem is NTFS, but I know steam can write to it because it already installed dirt rally. Based on the permissions tab in the properties, the owner is "Me" and everyone can create or delete files
i had this exact same issue on my arch installation, the majority of my games are on an external hard drive that is mounted at boot with my fstab file. i fixed the issue on my computer by re-adding the library it seems like the new update or something updating on my system made steam remove the library directory on my external drive. i hope this helps you too

Steam removing files doesnt help, then I need to download Dirt Rally again

I want to play Dirt Rally, and Steam cannot find the game, and thinks there is no disk room to install dirt rally, while there is and its already installed.
