To reproduce:

  • Press Escape to pause the game and open the menu
  • Shift-Tab to open the Steam Overlay
  • Shift-Tab to close the Steam Overlay

The game is now unpaused but the menu is still open.

This is by design, we pause the game automatically when the overlay is brought up and unpause on close.
