in KDE, you can change tabs/applications via mouse scroll, I tested this with the ''file explorer'' and this happens, by my tests, just doing this locks the entire steam client, just closing the explorer to resolve
Steps for reproducing this issue:
Open steam file explorer
Use mouse scroll, in the KDE bar
The file explorer, will make steam, run like ''5 fps'', it's lock's all.
haven't tested it yet, but it probably uses a lot of cpu (not proven, just a guess)
