Hello @JohnLindonRobinson, in the Steam library folder there should be a the library's (base) folder, with (base folder)/common/<game-specific folder for your game> inside it. From your description, of the issue you're seeing, I take it you deleted the game-specific content in the common folder, right? If that's correct, then can you make sure Steam is not running, and check the Steam library's base folder for a file called appmanifest_282900.acf (the game's appid). If you find that file, then moving it somewhere out of the way might make Steam forget about the game and free it up to try again.
That should be considered a workaround for the issue you've encountered, not a fix.

I cannot install "Hyperdimension Neptunia: Rebirth 1" because it is registering as installed already. This happened because I had installed the game on a BTRFS partition where it wouldn't boot and I found that I would need to use an ext4 partition. so I deleted the game files and made an ext4 partition. Now with the ext4 partition I cannot install the game there since the game was not removed through steam. Verifying the Integrity of the game file does nothing as it gets stuck before starting properly, presumably because there are no game files to verify. Similarly, uninstalling it cannot happen, presumably due to a lack of uninstalling files which renders steam unusable as the uninstalling window won't close meaning I need to restart if I want to use steam otherwise.
