Actual: Steam's steamwebhelper downloads stuff while playing
Expected: When I play a multiplayer game such as CS:GO, steam should not download anything to avoid causing lag spikes

Steps for reproducing this issue:

1. Open game
2. Close steam's window (system tray)
3. Wait until latency spikes
4. Open nethogs to check which program is the culprit.
