Please describe your issue in as much detail as possible:

Upon starting up the Steam client, I am met with a significant lag spike for about 2 seconds. This lag spike causes my peripherals (wired and wireless) to stutter in their respective functions. The same can be said when I close Steam. This is on a fresh install of Fedora 35 running an i5 8400 / 2060 Super.

This stutter is only limited to Steam, because no other programs behave this way.

I'm also having stutter issues on Arch Linux whenever I launch Steam since at least a few months back, the entire desktop just grinds to a halt for about 2 minutes.
I have also tried to disable/enable GPU acceleration with no change
