Please describe your issue in as much detail as possible:
After logging in, Steam reports either "content servers unreachable" or "Offline" regularly when attempting to download anything at all, but will on occasion just manage to get a download through.
Steps for reproducing this issue:
Have a development machine with too many network interfaces than should be.
Use latest steam.
Possible diagnosis
It could be that a recent code change made it so Steam "picks" a network interface at random to try and download through, and since I have more than one, it picks the wrong one and can't reach the internet because of that?

I have installed nscd per #7667. It didn't fix it.
Somehow, a few issues are not happening at all today. If you changed something in the network interface selection as a server-to-client push, my commendations. That's impressive.
