For some reason, running games through Proton has been causing games (personally, SoulCalibur VI) to not take controller inputs until the game is restarted.
However, ALT-TABing back to steam before doing so renders Steam as a "copy" image of the game window and behavs as though it is unresponsive until the game closes. Upon closing the game, Steam is still stuck like this (renders whatever the last window visible on screen was) but shortly afterwards corrects itself and then both issues don't occur for the rest of the user's session.
Also, I'm running Xorg in user mode (non-root Xorg / rootless Xorg / Xorg without root permissions).
Steps for reproducing this issue:
Reboot the PC, log into the desktop environment (mine is KDE Plasma) with Xorg without root permissions
Start Steam
Launch a game with Proton (personally, I used Proton-tkg) with one or more controllers plugged in (I was using Xbox controllers)
Press buttons on anything you know is supposed to be intractable (main menus, splash screens leading to main menus, etc) and find that they don't react
