I received 2 gifts. One was a game and the other a DLC for that game.
When I logged into steam I got the "You received a gift" dialog and clicked accept - but it was for the DLC and I received an error "SUCCESS! INSUFFICIENT PRIVILEGE". This makes sense since I didn't own the game yet and I don't know if that is the reason why my notification area got broken.
So I went to find the accept button for the game gift itself but couldn't find it anywhere, the only place was the notification area which looked like this:
I had to accept from the mobile app, which showed the notifications properly:
