Have you tried the workaround fixes that I linked to in #807 ?
I don't have these problems when I use that workaround in Awesomewm (also a tiling wm).
Do you mean your steamwm.cpp? No.
I hope the chat window being like a dialog is just a bug. If they won't change it I'll try, thanks!
I don't see this behavior, chat windows are regular WM windows.
Well, if I try to open a new chat window with the same friend it seems to get the input focus ( I can type a message ), but when trying to close it with a WM shortcut, or do some kind of other WM operation with it, the WM does this with the last real window that had the focus ( or still has the focus according to the WM ), for example my friends list.
If some other window had the focus while the chat window was open, it can't get it back without double clicking on the friend in the friends list. That is especially bad, if I try to use a multi user chat room. It is so big, that I can't use the friends list to get the focus back to it and close it using the close button provided by steam ( x ), and as WM operations don't work I can't close or move it.
And as described before, this window is on all work spaces.
Interestingly if clicking on it on another work space, after it lost the focus, the clicks seem to occur on the steam window that is behind it on the work space where the chat window was created.
So for example, if I start the chat on WS 1 and move the mouse, it loses its focus. When I switch to WS 2 and click on the chat window ( again, no other steam window on this work space ) it happens that I open big picture mode or start games etc.
These problems occur because the window is in the withdrawn state in these window managers. Take a look at issue #852 where I try to work out what is causing the problem.

Since the last update, chat windows spawn in floating mode without WM decorations and are visible on all work spaces.
When using i3 tiling window manager with another window open on the same work space ( for example the steam library ), I can't control these chat windows, because they never get the input focus.
If there is no other window behind the chat window I can sometimes control it.
