Just tested on another machine on windows 10 and amd graphics card, there seems to be no indication of the error, vram usage drops instantly whenever the controller window / big picture mode is exited.
On linux I retestet with Xorg with and without compositors (lxde and gnome3) and under wayland (gnome3), all configurations exibit the error using amdgpu driver.
To measure vram usage radeontop was used on linux , and gpu-z on windows
Hardware accelerated webviews was disabled on both operation systems in steam client.
Possible connection to #6715, as the controller page and big picture are not rendered in software.
Steam client version from Feb 15 2022 is still affected.
Faster way to test is having the small mode active and right click on "Edit Steam Controller Configuration" while alternating between two different game entries hence opening a lot of controller windows.
April 27 build still affected.
Also found a even faster way to load vram by pressing the left stick down on the steam controller when in non big picture mode to show the virtual keyboard , then dismissing it.
It also opens in a big picture mode like window this also does not clean up properly and is much faster repeated.
Still happening with Built from Oct 27 2022.

This is NOT an controller issue but repeatedly "opening other UI" issue from normal desktop client.

Still all are not freeing VRAM resources.
Maybe this is what is related to #5764 and they do not realize it because using any of these elements.
Feb 23 build still affected.
Opening and closing controller layout that is now showing big picture controller configuration still causes this issue.

Opening and closing controller configuration for a game or big picture repeatetly without exiting steam modes leaks vram.
Steps for reproducing this issue:
In both cases the error can be reproduced until vram is gone or severly impacts performance of any game launch, this is more critical when the game is already near the vram limit of the card.
I will try to test this under windows with another amd card to see if this is a universal issue as well.
