Game in Library has an update, it's blue colored and has "Update" button instead of "Play", yet this update does not appear in downloads tab until i press "Update".
I noticed it for the first time in previous beta update
Steps for reproducing this issue:
Start steam
Notice that available updates are not visible in downloads page
