Hello, i don't know if this helps but i was facing a similar problem on fedora, i solved it by putting the wireless receiver on a back usb port
I don't know if it counts but maybe there's a problem with either 2.0 or 3.0 ports?cause i had to try some ports before finding the right one

Please describe your issue in as much detail as possible:
Every couple of seconds the controller / inputs just stops, as though it quickly reconnects. During the outage (which last < 1s) the input just freezes.
Videos of the issue are appended below. The "lags" are real-time / not a video bug etc. those freezes/lags are exactly the issue:

It happens in games, on the desktop and in big picture basically everywhere. I swapped batteries to full new AA ones. Same issue.
It seems like wired (usb directly from controller to PC usb port) works perfectly, no issues.
Wireless causes the freezes, as well as wired-wireless (USB-Cable with included Adapter for Wireless) causes freezes as well.
This is a good sign but I don't want have wires. That's not the point of a wireless/battery driven controller
I am not sure what to provide additionally. If you need anything, let me know.
The support couldn't help me and simply directed me here.
Steps for reproducing this issue:
There's no reproducable case other than plug in your wireless adapter and move any stick around.
