Background:

There are many third party tools which create Steam shortcuts. Tools such as Lutris, Heroic, Steam ROM Manager, and Chimera.
All these tools have one issue that can make them difficult to use: the shortcuts.vdf file which defines the Steam shortcuts cannot be modified while Steam is running. Steam must be shut down, the tools run, then Steam started again in order for the shortcuts to appear in Steam.

The suggestion is the following:

  1. Steam should load shortcut files from a directory, say shortcuts.d
  2. Steam should watch this directory for changes and reload the shortcuts as needed
  3. I suggest the shortcuts.d directory be contained in the steamapps directory so that you can define shortcuts across different libraries, in particular this would allow someone to create an SD card with shortcuts on it and then load it automatically onto a Steam Deck

This would make it very easy for tools to integrate with Steam. For example Chimera, which is a web based tool to download apps/games from Flathub, Epic, GOG and upload ROMs could be easily installed on any system, including SteamOS, without having to modify the user session to run a process to install the shortcuts before Steam is started.

In addition I feel like we need to be able to do some of this via the command line. I can probably think of a bunch of extra features to add to the command line client to aid modding/tinkering.

Thank you, I think these are good suggestions. The devkit client relies on the shortcut functionality extensively as well. Will discuss further with the team.
