First of all, audio settings tab shows only English language and only 2 speakers config (maybe, this should be a separate issue?).
When I change any option (even not touching lang settings) and click OK, it says that TF2 should be restarted in order to change language settings. If I click Restart, it restarts and switches audio and UI language to English. I can switch it back to Russian only via Steam client.
