The downloaded software was actually for Windows:

% ls -1 ~/.steam/root/steamapps/common/"Vampire Survivors"
chrome_100_percent.pak*
chrome_200_percent.pak*
d3dcompiler_47.dll*
ffmpeg.dll*

libGLESv2.dll*

swiftshader/
v8_context_snapshot.bin*
VampireSurvivors.exe*
version*
vk_swiftshader.dll*
vk_swiftshader_icd.json*
vulkan-1.dll*

The app currently seems to be only available for Windows and macOS, according to the store page. From SteamDB, however, this app has a Linux version but only in the public beta branch.

Steps for reproducing this issue:

  1. Download Vampire Survivors
  2. Try to launch it
