Steps for reproducing this issue:

  1. Start a download of a big game(borderlands 3).
  2. Done, it takes a very long time, and once you hit the Download page, you can notice it downloads substantial amounts of data(1-2% of the game), before it decides "yeah you can select another game to download", unlike the previous near instant behavior.

Maybe I am wrong but I feel like it differs a lot versus how it works on windows 10

Hello @kubast2, this might be Steam's shader pre-cache download getting started ahead of the game content while Steam is still figuring out what needs to be done for the game install.
