I am having the same issue on Manjaro. It happens regardless of a game I am playing sometimes just on client restarts due to updates. Also having issues with library on my secondary drive /mnt/fast.

Please describe your issue in as much detail as possible:
After playing Sims 4, Origin remains running in the background, and the game is shown as still running. If I am finished playing games for the time being, I will close Steam, which also closes Origin. However, upon next launching Steam, I have often found that my game library (being on a separate SSD to my ~/.local directory) is no longer recognized by Steam, causing all games in that library (which for me is all games) to show as not installed. It is possible to add the library back in Settings -> Downloads -> Steam Library Folders, but not only is this a hassle for the sake of one game which appears to cause this (which it should not be able to - herein lies the reason this is a Steam client issue), some shader pre-caching seems to be lost and re-downloaded, causing launch delays, greater bandwidth use and performance loss.
It should be noted that this is not a consistent issue as yet - this does not occur every time. However at present Origin seems to be stalled in the background even after closing Steam. I could easily kill the processes but as Origin is already very finicky I would rather not. I will subsequently do further testing as I am able to attempt to close in on the conditions leading to this issue.
