When I open the steam chat in the steam deck beta it is stuck in the top left and can't be resized, it can only be put into fullscreen mode.

Steps for reproducing this issue:

1. Create the file ~/.steam/steam/package/beta
2. Put the string "steampal_stable_9a24a2bf68596b860cb6710d9ea307a76c29a04d" into it
3. Start steam and open the friends menu
