Occasionally while downloading games, especially large games, the Steam client will start to get sluggish and jittery, this happens even more frequently when being Minimised for a short while (or after switching to another Workspace for a while).
If the download is paused during this 'stuttering' period, then restarted a few seconds later, the Steam client seems to run perfectly fine again, without any client slowdown or stutter.
The Journal does not reveal anything during the slowdown, and my PC resources are not exhausted, with plenty of CPU, RAM and I/O available, my internet however is quite slow (hence the download speed limit), but this did not cause any issues on Windows with Steam on the same machine.
Steps for reproducing this issue:
Start downloading a large game (Very common around >5GB).
Minimise Steam - OR switch Workspace.
After a while, and semi-variably (between 5m and 30m) open up Steam again, the UI will be extremely slow, stuttery & unresponsive, this can be especially seen in the download chart where large chunks of chart data go 'missing', as below:
