When a Friend purchases a game on their family-shared account, the person they are family sharing to will have trouble launching Steam the next time.

It usually freezes one time on the 'connecting to ...' small loading screen window, relaunching steam fixes this.

Steps for reproducing this issue:

1. Have two accounts, Main and Friend
2. Have Friend family shared to Main
3. Have Friend purchase a new game
4. Have Main launch Steam. It will freeze
5. Have Main kill Steam and relaunch it, it will work, further launches work fine, until Friend purchases a game again, then back to 4.
