I set WantsOfflineMode and SkipOfflineModeWarning to 1 for the active Steam user, desiring Steam to launch without displaying the prompt which reads, 'Steam is currently set to be in Offline mode." Instead, when I launch Steam, this prompt is still displayed.

Steps for reproducing this issue:

1. Edit ~/.steam/steam/config/loginusers.vdf
2. Add "WantsOfflineMode" "1" and "SkipOfflineModeWarning" "1" under the active user.
3. Launch Steam.
