Please describe your issue in as much detail as possible:

The setup is: Ubuntu 20.04 running Steam and an Nvidia Shield Pro running Steam Link. A Steam Controller is connected to the Shield Pro via Bluetooth.

This has multiple issues relating to the mouse cursor:

1. In the Fallout: New Vegas launcher, there is no mouse cursor. The video shows me hovering over menu items with my mouse (except you can't see it because there's no mouse cursor). The mouse cursor does show on the computer monitor but not on the TV connected to the Nvidia Shield Pro.
2. The mouse cursor is too big. At 1080 it's twice as large on the TV as on the computer screen. At 4k it's four times as large.
3. If I have 200% scaling then it's even larger, I'm guessing twice as large as previous. The image shows the cursor compared to the app icons on 200% scaling at 4k.
4. The resize window glyph is just the normal cursor glyph except translated to the left.
5. The mouse cursor is supposed to disappear in full-screen VLC. However, it garbles instead. Again, it works just fine in the computer screen but is displayed wrong in the TV.
6. The mouse cursor is garbled in Pillars of Eternity.

I have an Nvidia RTX 2080 and I'm using drivers version 510.

Steps for reproducing this issue:

1. Install Steam on Ubuntu 20.04
2. Install Steam Link on Android
3. Connect Steam Controller to Android via Bluetooth and Steam Link to Steam on Ubuntu
