Thanks, for the NVIDIA 340 series video driver, I would suspect that the video driver has quirks.
Can you check if Steam -> Settings -> Interface -> Enable GPU accelerated rendering in web views is enabled? If that option is enabled, then please test how the Steam client behaves with it disabled. If that doesn't help, then please check ~/.steam/debian-installation/logs/steamwebhelper.log and maybe ~/.steam/debian-installation/logs/cef_log.txt for any hints and share them for a Steam dev to ponder.
